It has given an “A” to the Maryland congressional plan advanced by the Citizens Redistricting Commission, which is aligned with Gov. Lawrence J. Hogan Jr. (R) — but an “F” for the plan that the General Assembly is likely to approve.
Then Kast talks to Maryland Matters Founding Editor Josh Kurtz about what next week’s special session is going to look like — and the national and political crosscurrents that will shape the debate over redistricting.
