Settlement coming to the Board of Public Works is the second from the Department of Public Safety and Correctional Services as part of a federal wage-theft investigation dating back to former Gov. Larry Hogan.

The state is losing employees almost as fast as it can hire them using unusual and outdated and uncompetitive hiring practices.

The findings are separate from a $13 million settlement with the U.S. Department of Labor involving wage theft related to overtime.
