A veteran lawyer who has served both Democratic and Republican presidents has been chosen by House Speaker Adrienne A. Jones (D-Baltimore County) to serve on the scandal-plagued University of Maryland Medical System board.
Thomasina V. Rogers retired from the federal government in 2015 after 25 years of service.
A Prince George’s County resident, she served as head of the Administrative Conference of the United States and the Occupational Safety and Health Review Commission.
From 2016 to 2018 she served as a commissioner of the Washington Suburban Sanitary Commission, the water utility that serves Prince George’s and Montgomery counties.

The UMMS board is being reconstituted after a self-dealing scandal that was brought to light by reports that Baltimore Mayor Catherine E. Pugh (D), a member of the panel, had a lucrative no-bid arrangement to sell thousands of copies of her self-published children’s book, “Healthy Holly,” to the system.
Pugh resigned as mayor amid the uproar that followed.
Medical system officials first defended their arrangement with Pugh, but it soon surfaced that other board members had ties to the system that appeared to benefit them financially, and several high-ranking officials resigned.
The General Assembly quickly passed legislation to reform the health system’s oversight board, and Gov. Lawrence J. Hogan (R) is in the process of appointing new members.
The leaders of the state Senate and House of Delegates each get to appoint one member.
Senate President Thomas V. Mike Miller Jr. (D-Calvert) chose former Prince George’s County executive Rushern L. Baker III as his selection.
The positions are unpaid.
The speaker’s office released information about Rogers’ appointment to select news organizations Tuesday.
Jones told The Baltimore Sun Rogers’ “background in implementing and managing complicated personnel systems will bring much-needed addition to the expertise of the new board.”
