Here’s a Glimpse at Sen. Miller’s Last Campaign Finance Activity

For 30-plus years, the late Senate president Thomas V. Mike Miller Jr. (D) was one of the most skillful fundraisers in Maryland politics.

Now, just days after his death, Miller’s final campaign finance report showing his political fundraising and expenditures of the past year has been filed with the State Board of Elections.

In 2020, with the title of Senate president emeritus, ailing, and with the knowledge that he would probably not be a candidate in 2022, Miller and his campaign committee were not very active on the political front. His campaign collected just over $4,000 in contributions.

Miller donated $4,500 to the Calvert County Democratic Central Committee, and gave a total of $4,500 to several candidates and officeholders: $1,000 to Baltimore County Executive John A. “Johnny O” Olszewski Jr.; $1,000 to state Sen. Jill P. Carter (D-Baltimore City) for her unsuccessful congressional bid; $1,000 to state Sen. Katie Fry Hester (D-Howard); $500 to Mahasin El Amin, the Prince George’s County Circuit Court clerk; $500 to Del. Heather T. Bagnall (D-Anne Arundel); and $500 to then-Baltimore City Councilmember Shannon M. Sneed (D), for her unsuccessful bid for City Council president.

Miller’s campaign reported $34,757 in the bank as of Jan. 13 ― two days before the veteran lawmaker’s death. It will now be up to Miller’s heirs and campaign treasurer to distribute the surplus funds.

Under state law, the money can be returned, pro rata, to donors, or can be contributed to: a local board of education of the county in one of the three counties that Miller represented (Calvert, Charles and Prince George’s); a nonprofit that provides services or funds for the benefit of pupils and teachers; a charitable organization; the state’s Fair Campaign Financing Fund; or any public or private institution of higher education.
