One of the top-billing lobbying firms in Annapolis has a new partner.
Perry, White, Ross & Jacobson announced Thursday that Eddie L. Pounds is coming on board after being a partner at two other law firms over the past several years.
Pounds comes to PWRJ from the Funk & Bolton, P.A., where he was a partner and lobbyist for the past 11 months, representing several health insurance companies, a medical marijuana concern, the City of Bowie (where he lives) and Tobacco-Free Kids Action Fund, among other entities. Before that, he spent 6 1/2 years as a lawyer and lobbyist for O’Malley, Miles, Nylen & Gilmore, P.A.
Pounds cut his political teeth in Prince George’s County, where he was a senior campaign and transition staff member for then-county executive Rushern L. Baker III (D). He later became an associate county attorney, and then general counsel to the Prince George’s County Economic Development Corporation.
“Eddie has great state and local advocacy experience,” said PWRJ partner Tim Perry. “He’s earned the trust of clients, elected officials, and his colleagues, and we are proud to have him on board.”
Pounds remains active on the political and civic front in Prince George’s County and statewide, including serving on the boards of the Greater Bowie Chamber of Commerce and the Maryland Government Relations Association.

PWRJ is going through a period of transition. One of the name partners, Justin Ross, left the firm this summer to become an executive with a sports media company (he’ll still do some work for the firm, mostly as the lead lobbyist for the Washington Football Team). And the firm moved its office this year from Cathedral Street in Annapolis to an iconic house just across the street from the State House that previously been occupied by the Alexander & Cleaver lobbying firm.
