Davion E. Percy, a former Prince George’s County government staffer who had spent the past few years as a vice president of the lobbying firm Alexander & Cleaver, announced this week that he is launching his own lobbying shop, Percy Public Affairs LLC.
Percy said the new firm, which will be based at National Harbor, with a satellite office opening soon in Annapolis, will focus on the health care, public safety, intergovernmental, procurement and energy sectors.
“I intend to build a leading, national public affairs firm with a significant commitment to public impact matters,” Percy said in a statement.

Percy was with Alexander & Cleaver for the past 3 1/2 years, most recently as vice president for government relations. According to a newly-released summary of State House lobbying activity from the Maryland State Ethics Commission, Percy earned $183,379 between Nov. 1 and April 30.
Percy spent more than a decade working in Prince George’s County government, including a stint as chief of staff to then-Councilwoman Karen Toles (D).
Percy lives in Prince George’s County, where he mentors young people and serves on the boards of the Community Foundation in Prince George’s County, United Communities Against Poverty, and the Interfaith Action for Human Rights.
After more than a quarter century doing government affairs work, Alexander & Cleaver sold its lobbying assets earlier this year to Barbara Zektick, one of its lobbyists, who announced that she was changing the name of the firm to Z&C LLC and taking A&C’s registered lobbyists, including Percy, along with her. A&C will continue to do legal work.
