Green Group Gives Md. Congressional Delegation — Minus Harris — High Marks

The League of Conservation Voters issued its annual congressional scorecard on Tuesday, and both Maryland senators — Benjamin L. Cardin (D) and Christopher Van Hollen (D) — received perfect scores.

Five of the state’s Democratic House members — Reps. Anthony G. Brown, John K. Delaney, Jamie Raskin, John Sarbanes and C.A. “Dutch” Ruppersberger — also got 100 percent on the LCV scorecard. Rep. Steny H. Hoyer (D), the House minority whip, got a 97 percent score.


Rep. Andrew P. Harris

The state’s seventh House Democrat, Rep. Elijah E. Cummings, scored 63 percent. But that’s because he missed several votes due to illness. He was in line with LCV’s priorities on every scored measure whenever he did vote.

Maryland’s lone Republican House member, Rep. Andrew P. Harris, scored just 6 percent on the LCV scorecard. But that was a tick higher than the 5 percent average for the entire House Republican caucus.

The green group graded House lawmakers on 35 pieces of legislation that hit the floor in 2017. Senators were scored on 19 votes, including those on 11 of President Trump’s nominees.

Tiernan Sittenfeld, the LCV’s vice president for government affairs, called 2017 “an unmitigated disaster for the environment and public health” at the federal level.

She referred to Senate Democrats like Cardin and Van Hollen as a “green firewall” against Republican efforts to dismantle environmental regulations and make significant budget cutbacks to federal environmental agencies.
